What your answers suggest
Confirm with DPOR: license lookup shows whether a contractor's license is active, its class and its specialties. Roofing is covered by ROC, and also by the RBC and CBC classes and the HIC and CIC specialties.
Not sure whether a rule applies to you? The Office of the Attorney General's Consumer Protection Section takes questions and complaints: (800) 552-9963 or (804) 786-2042 in Richmond · online complaint form
The cancellation law itself: Va. Code §59.1-21.2 (what counts as a home solicitation sale) and §59.1-21.3 (the right to cancel).

Virginia contractor license classes
Under Va. Code §54.1-1100, the class is set by contract size:
- Class C: a single contract over $1,000 and under $30,000, with under $250,000 in contracts in 12 months.
- Class B: a single contract from $30,000 up to but not including $150,000, or $250,000 up to but not including $1,000,000 in contracts in 12 months.
- Class A: a single contract of $150,000 or more, or $1,000,000 or more in contracts in 12 months.
DPOR says most jobs over $1,000 require a state license. A local business license does not count. Because the 12-month totals are the contractor's own, this checker can only show the class tied to your single contract.
If something goes wrong
Complain to DPOR. Use form F701 (downloadable from dpor.virginia.gov). Send it to the DPOR complaint analysis unit: complaintanalysis@dpor.virginia.gov, or 9960 Mayland Drive, Suite 400, Richmond, VA 23233, phone (804) 367-8504. Include copies of your contract, receipts and photos, not originals. A complaint asks DPOR to discipline the contractor. It does not by itself return your money.
Recovery Fund. Under Va. Code §54.1-1120, a homeowner who contracted for work on their own Virginia home and was harmed by a contractor's improper or fraudulent conduct while licensed must first win a Virginia court judgment and try to collect on it. Only then can they apply to the DPOR Board for Contractors, within 12 months after the judgment, on the notarized Recovery Fund claim form. The ordinary complaint form does not count. DPOR's page lists a limit of $30,000 per claim and $100,000 per contractor every two years.
